Charles was educated in the public schools in the Virgin Islands and following graduation from the Charlotte Amalie High School, he was drafted into the US Army where he served as a Supply Sergeant during World War II. Shortly after World War II, he became a civilian employee of the US Navy at Roosevelt Roads Naval Base in Ceiba, Puerto Rico and served as Fleet Liaison Officer until his retirement at the age of 71. As a result of his dedication he received numerous commendations from the Navy and the various ships he served throughout the years. He had become accustomed to life in Puerto Rico and he remained to the end in the Fajardo area. He was an avid Tennis player during his younger years. Once he injured his knee he was no longer able to play the game but always followed the Tennis matches on TV. Among his other interests was completing Crossword puzzles and he was very good at these. He would also listen to St. Thomas, VI Radio stations including Sunday Worship services. He believed in staying connected to his roots (St. Thomas).

Charles was basically a very quiet and conservative individual who loved his Family in St. Thomas and PR. He has returned to his place of birth where he will finally rest in peace.
